The Region of Waterloo supplies water to homes and businesses in the City of Cambridge. All water supplied by the Region is safe for drinking. Wastewater returns to regional treatment facilities for processing through the sewer system.

The City of Cambridge owns and maintains the first section of the water pipe, running from the watermain to the property line. Homeowners are responsible for maintaining the second section of the water pipe, running from the property line into the house. 

Your water meter is fitted to the pipes servicing your home to measure the water passing through the pipes. The meters are read, and you are billed for water and sewer consumption based on the readings. The City uses smart meters which utilize an advanced metering infrastructure (AMI) system to provide remote meter reading, data analysis and alerts for possible leaks or flow problems. This real- time data will help ensure bill accuracy, and allows City staff and residents the ability to detect potential issues and avoid unnecessary water costs.

The water meter located inside your home measures your water use. The meter device outside your home, called a Smart Point, supplies readings from the meter inside. It is located outside your home, so we do not have to enter your home to read your meter.

All homes and buildings connected to the municipal drinking water system require a meter. The City of Cambridge is responsible for your water meter. You, the homeowner, own the piping and valves on either side of the meter as well as the water service line from the home to the curb stop. Residents need to ensure that their water meter is always accessible for readings as per city Bylaw 146/03, which states: “Free access shall be afforded to such meters and their connections for authorized employees, their servants or agents, whenever such access is required by such authorized employees in the performance of their duty.”

The City of Cambridge owns and maintains the municipal portions of the water and sanitary sewer systems up to the property line. This includes the watermain, the service pipe to the property line, and the curb stop. Property owners are responsible for the water and sewer service pipes from the property line into the building, including internal plumbing and cleanouts. All private‑side infrastructure must be maintained by the owner except for the City‑owned water meter. Any issues such as leaks, blockages, or backups occurring on the private portion of the service are the responsibility of the property owner, while issues on municipally owned infrastructure will be addressed by the City.

Water mains are underground pipes that carry water from pumping stations to your street, and service pipes connected to your house. The City of Cambridge cleans water mains on a regular basis to remove accumulated material and maintain drinking water quality.

The annual Water Main Cleaning Program consists of a combination of water main swabbing and flushing. No chemical cleaning products are used in this process, and minimal water service interruptions are experienced by customers.

In advance of work being done, blue card notices will be hand delivered to customers who are in the immediate area of the cleaning activities. Customers outside of these areas may also experience discoloured water. This is a temporary condition, and should clear within a few hours of daily work concluding. I received a door hanger notice. What should I do?

Before Flushing

Since water cannot be used during the cleaning process, you should:

  • Fill a clean container with tap water for drinking and cooking.
  • Complete dishwashing, clothes washing, and other activities prior to the cleaning start time indicated on the door hanger notice you receive.
  • Turn off the main water supply by using the shut off valve (usually located at your water meter).
  • If shutting the valve is impossible and you have an automatic water filtration system (ie. water softener), put the system on bypass to prevent it from using water.

During Flushing

  • Do not use any water or flush your toilet to avoid drawing discoloured water into your home’s pipes and causing internal plumbing issues.

After Flushing

  • Use a cold, hard (unsoftened) water tap closest to your water meter, like a basement laundry tub, to flush your water service.
  • Some customers may experience temporary discolouration of their water, which should not be consumed.
  • If you notice discoloured water, run the cold, hard (unsoftened) water tap closest to your water meter for 10 minutes at medium speed, pencil size stream. 
  • If the water remains discoloured after 10 minutes of running your tap, turn off the tap, wait 60 minutes and repeat the 10-minute flushing process again.

Frequently asked questions

How does the City notify customers affected by the program?

We use a number of methods to inform customers of planned water main cleaning and possible discoloured water caused by the program. Notification is done by the following methods:

  • Door hanger notifications are placed on customer’s door notifying of cleaning day and time
  • Information shared through the City’s official social media accounts (Instagram, Facebook or Blusky)

What is the cleaning process?

Water main flushing is done by forcing water through water mains at high speed and discharging it through a fire hydrant. The fast-moving water flow scours and cleans out mineral deposits and sediment that may have built up over time.

Water main swabbing entails inserting a soft material bullet-shaped device, called a swab, into the water main through a fire hydrant. The diameter is slightly larger than the water main and the swab is pushed through the water main by water pressure. As it passes through the water main, the swab scours the inside of the pipe and removed any built-up material. 

Will water main cleaning impact my water service?

Your water service will not be turned off but we advise that you do not use water during the cleaning process to avoid drawing discoloured water into your home’s pipes.

Is flushing my pipes to remove discoloured water expensive for me?

At the 2026 water rates ($2.82 per m³) a customer in Cambridge pays approximately 4 cents for every minute that a tap runs. The recommended 10-minute flushing process will cost approximately 39 cents.

Approved by City Council on November 10, 2008 and developed by the Cambridge Public Works department, the Drinking Water Quality Management System (DWQMS) Operational Plan, helps ensure that the City of Cambridge can operate its own water systems and the drinking water quality is not just maintained, but continually improved. The City of Cambridge owns one bulk water station at 1535 Bishop St. N., where businesses can purchase large volumes of clean, filtered water. 

The station is open 24 hours a day, 7 days a week and is under camera surveillance. To access the station, users must set up a pre-paid account with the City. 

Rates:

The 2026 rate is $5.11 per cubic meter (1 cubic meter = 1,000 litres). The rate is reviewed yearly and approved by council.

How do I create an online account?

Creating a Flowpoint account allows you to conveniently pay online, manage your own account, view your account balances, history and monthly/annual water consumption levels and more.

  • Visit, cambridgeon.flowpointcloud.ca
  • Select "Apply for an Account" and fill in the required fields (Company name, contact info, email address etc.)
  • Once you set up your account you will receive an initial email from Public Works instructing you to confirm your email address. 
  • Log in and add a truck under "Truck Management." Each truck needs an access number and PIN in order to get water from the station. The access number is assigned to the truck, and you must create a 4 digit PIN for each vehicle or driver using the bulk water station. The drivers will need to remember the Access Code and PIN to use the station. 
  • Money must be deposited into your online account prior to using the bulk water station.

How does online payment work?

Before your visit to the bulk water station:

  • You must add funds to your online account using Visa or MasterCard. If necessary, debit, credit card, cheque, or cash payments can be loaded onto your online account in person at Cambridge City Hall
  • Funds will be available within approximately 30 minutes of deposit.

At the bulk water station:

  • You will be prompted to input your 4 digit Access Code and 4 digit PIN number that you set up with your online account into the keypad terminal.
  • The terminal will display the volume of water available to that account (in cubic meters) based on your current pre-paid account balance.
  • All terminals display in cubic meters. Note: one cubic meter (1 m3) = 1,000 litres.
  • Enter the desired volume of water to be dispensed, press "Start" and commence pumping. You may press "Stop" at any time.
  • Your online bulk water account will be automatically debited according to the volume of water drawn. You may deposit additional funds to your account at any time. 

Instructions and Rules

  • All users must have a pre-paid account with the City of Cambridge.
  • No onsite chemical/pesticide mixing is allowed.
  • Users must supply their own clean, leak free hose for 2.5” standard hydrant connection only.
  • Flow rate is approximately 1 cubic metre every 30 seconds.
  • Draining of hoses or other connections is to be conducted by directing all water to the closest storm sewer.
  • Do not overfill tanks or spill water; deicing costs will be charged to customer as required.
  • Users are to place the cap back on the nozzle when finished filling.
  • This station is intended to supply bulk water for commercial applications and not as a potable water supply. All water taken for potable water supply is done at the sole risk of the user.

Note: Failure to follow rules will result in suspension of usage.
