The City of Cambridge collects City taxes and taxes on behalf of:

The City is responsible for tax billing. Budgetary needs determine taxation rates.

The annual budget process determines the tax rates for the City of Cambridge and the Region of Waterloo. The Province of Ontario sets the school board tax rates annually. All tax rates determine the City's property taxes.

There are a number of ways City of Cambridge property owners can pay their tax bills.

Pre-authorized payments

The City of Cambridge offers several pre-authorized payment plans for your convenience. These plans automatically withdraw your payment amount directly from your bank account. Login to your MyTax portal to setup a pre-authorized payment plan.

Pay through your bank

You can pay your tax bill at your bank branch or through your financial institution's online or telephone banking services. You need your roll number to make a payment through your bank.

If you are paying on the due date, please ensure you make the payment early enough that your bank recognizes it as paid on the current date.  We recognize the date of payment for electronic transfers from the bank, regardless of date received.

Pay by credit card

The City of Cambridge allows you to pay your tax bill by credit card online or by phone.

Please note that this is a third-party bill payment option. It's only available online or through the phone number provided. This option is subject to a convenience fee of 1.75% of your total payment.

Pay by mail

We accept cheque payments through the mail. Make your cheque payable to the City of Cambridge, print your roll number on the front of your cheque and include your tax bill stub with your payment.

Please do not send cash payments by mail.

We accept post-dated cheques (dated for instalment due dates). Once received by our office, post-dated cheques can't be withdrawn from your account file.

Our office must receive your payment by the due date to ensure it is processed on time.

Pay at the City Hall drop box

You can make a tax payment in person by using the City Hall drop box at the Dickson Street entrance to the Administrative Offices. You can use the drop box at any time.

Please do not make any cash payments using the drop box.

Make your cheque payable to the City of Cambridge, print your roll number on the front of your cheque and include your tax bill stub with your payment. Our office must receive your payment by the due date to ensure it is processed on time.

Pay your tax bill in person at the Administrative Offices cashier counter on the main floor at:

The cashier counter accepts cash, cheque or interac payments. Credit card payments are not accepted.

Other tax payment information

Keep these important facts in mind when it's time to pay your taxes:

  • If your bank returns a cheque, we charge a fee to your tax account
  • Keep your notice as your receipt for income tax purposes
  • We charge a fee for duplicate receipts or statements of account
  • Submit your entire tax notice with your payment in order to receive a receipt
  • Receipts are valid only if the payment cheque clears your bank
  • We add a 1.25% charge on the third day of default for late payments and on the first day of each month until the account is paid
  • Received payments apply to all interest, penalty and other charges, and then to the oldest overdue taxes

The Municipal Property Assessment Corporation (MPAC) assesses and classifies all properties in the Province of Ontario, in accordance with the Ontario Assessment Act. The Assessment Act mandates MPAC reassess values every four years. MPAC phases in any increase in an individual equally over the four year term. 

At this time, MPAC's base year assessment is January 1, 2016 and covers taxation years 2017 through 2020.

Property taxes and assessments

Please note that this application offers general property information and is not a statement on the current tax status of a property. The Municipal Act and the Assessment Act allow the City of Cambridge to provide this property information to the public. This information is compliant with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). Ownership and legal descriptions are not included in order to follow the regulations of the MFIPPA.

There are penalties for late payments and unpaid overdue taxes, in accordance with the Ontario Municipal Act and Annual Tax Levy By-Law. There may also be additional administration charges, as outline in the fees and charges bylaw, for issuing notices of overdue tax amounts.

There is a 1.25% penalty for overdue taxes. We charge this penalty upon the third day of default and we add an additional 1.25% interest on the first day of each month until you pay the total amount of your bill.

Paying by installments

The right to pay by installments is a privilege given to the tax payer. Under certain conditions this privilege is withdrawn and we charge a penalty or interest according to Ontario Municipal Act and Annual Tax Levy By-Law.

Duplicate receipts and statements

We charge a fee for a duplicate receipt or statement of account issued by our office.  Free access to your tax account information as well as a printable electronic statement are available through the Mytax portal.

Property owners in the city of Cambridge pay their taxes according to interim tax billing deadlines. This applies to owners of the following types of properties: 

  • Residential
  • Farmland
  • Commercial
  • Industrial
  • Multi-Residential

Interim tax billing

Interim tax billing occurs in late January. Payment installments are due the first working days of March and May. Based on the previous year's taxes, the amount of your interim tax bill is usually about half of the total taxes billed for the previous year.

Final tax billing

Final tax billing occurs in late May. Payment installments are due the first working days of July and September. The taxes for this bill include any changes to budget requirements for the City of Cambridge, the Region of Waterloo, the Waterloo Region District School Board and the Waterloo Catholic District School Board.

Business Improvement Area (BIA)

Property owners in a Business Improvement Area (BIA) within the city of Cambridge are now responsible for paying the BIA levy. Contact the BIA office for more information.

Supplementary tax billing

You may receive a supplementary tax bill when the value of your property increases due to a change, such as:

  • An addition to the house
  • The construction of a swimming pool
  • The construction of a new building or a change in the class of the property.

The change can be backdated to when the change occurred, to a maximum of three years.

Some important facts about supplementary tax bills include:

  • Supplementary taxes are in addition to other bills that you receive throughout the year
  • Your supplementary tax bill can be due at any time during the year
  • Your supplementary tax bill may be due with as little as three weeks' notice
  • You can pay your supplementary tax bill in only one installment

You'll only receive a supplementary tax bill once the Municipal Property Assessment Corporation (MPAC) assesses your property and once the City of Cambridge receives that assessment information. There is no exact timeframe associated with this process.

Your property tax rate equals the current tax rate (the City of Cambridge, the Region of Waterloo and the school boards rates combined), multiplied by the current value assessment of your property determined by the Municipal Property Assessment Corporation (MPAC).

The City of Cambridge allows you to change the mailing address on your property tax account online. You should only use this option if you are the owner of property in the City and want your mail redirected to another address.

You do not need to fill out this form if you are selling or buying property in Cambridge.

To complete a mailing address change, you need the information that appears on your tax bill. At the end of the process, you can request an email confirming that we have received your request.

We will update your tax account with the new address on the next business day.

A tax certificate provides a guarantee of the tax balance on an account at a specific date. Lawyers use the tax certificate to adjust taxes paid when a property is sold. You can purchase a tax certificate from the City of Cambridge through our assessment lookup tool or in person at City Hall.

To purchase a tax certificate online, you will need a credit card (Visa or Mastercard). Online requests are processed the next business day and an electronic certificate will be emailed to you.

We will provide updates on the specific property for 30 days after the date of issue for the certificate. We usually process certificates within 24 hours of receiving your request with payment.

Some property owners may be eligible for one of the tax rebate programs the City of Cambridge offers.

Tax deferral for seniors and disabled persons

Seniors who receive the Old Age Security benefit and supplement, and disabled persons who receive Ontario disability support payments can also apply for a tax deferral.

Annual tax increases determine the amount of the deferral. You must pay a portion of the tax increase, with a minimum deferral of $50.

Seniors and disabled persons must apply annually for this tax deferral. We only accept applications once the City issues the final tax bills.

Charitable organization tax rebate

Charitable organizations (and similar organizations, such as non-profits) that occupy property can apply for a tax rebate that relates to the tax liability of the space used by the group.

Groups must apply annually for this rebate.

A tax sale occurs when the City of Cambridge sells a property for unpaid taxes. Tax sales are done in accordance with the Ontario Municipal Act.   

Before moving forward with a tax sale, the property owner receives a Tax Sale Pending letter letting them know that their property is eligible for tax sale at the end of the year. The letter provides a deadline for the property owner to contact the Tax Office to discuss a payment schedule to prevent the sale.

If the property owner does not contact the City by the deadline, the tax sale process begins January 1 of the following year.

FAQs

Here are some frequently asked questions (FAQs) about tax sales.

Why does the City of Cambridge make tax sales? According to provincial legislation, a municipality may recover unpaid property taxes through the sale of the property. For a property to be eligible for tax sale, there must be two years plus any part of a third year overdue for improved land and two years of overdue taxes  for vacant land.
When does the tax sale process begin?

The tax sale process begins if the property owner doesn't contact the City of Cambridge by the deadline included in the Tax Sale Pending letter. This letter is sent after the final instalment of the third year of tax payments is overdue.

The process begins with the issuance of a Farm Debt Notice to the property owner(s) and provides 30 days to contact the City for payment options.  If the owner doesn't contact the City by the end of those 30 days, a Tax Arrears Certificate is registered at the land registry office.

Who is notified that a Tax Arrears Certificate has been registered to the property? The City mails First Notices of the Tax Arrears Certificate to:
  • Property owner(s)
  • A mortgage holder
  • Anyone with a registered court judgment against the tax payer 

The First Notice provides the Tax Arrears Certificate registration date and deadline to pay the cancellation price, which is a one-year period from the date of registration. If the cancellation price is not paid before the expiry of the one-year redemption period, the City sells these properties through public auction or by public tender. The City publishes advertisements in the local newspapers for four weeks and in the Ontario Gazette for one week.

How long does the owner have to pay the taxes owed to avoid the sale? The owner can pay the cancellation price at any time up to the point at which the property is either transferred to the successful tenderer or vested to the City of Cambridge due to a failed tax sale.
What is the cancellation price? The cancellation price is the amount equal to all overdue tax payments owing at any time in respect of land together with all current real property taxes owing, interest, penalties thereon, other land-related costs (such as unpaid water or sewer charges) and all reasonable costs incurred by the City of Cambridge after the Treasurer becomes entitled to register a Tax Arrears Certificate under section 371 of the Ontario Municipal Act.
How does the City of Cambridge sell these properties?

Tax sale properties can be sold either by public auction or by public tender.  Tax sales are not typical real estate transactions and there are risks associated with this type of transaction.  The City of Cambridge is only interested in recovering unpaid taxes and is not obligated to obtain fair market value. 

Properties are sold as is. The Municipality does not make any representation as to the condition or size of the property. The purchaser is responsible for the removal of any debris, junk, etc. left at the property and any associated expense. The Municipality does not guarantee vacant possession. Before you consider participating in a tax sale, we recommend that you seek advice from a lawyer licensed to practice in Ontario and conduct thorough research before submitting a tender.

Who is the legal owner of the property during the tax sale process? Legal title does not change until a successful purchase occurs or the property becomes vested (if there are no eligible bids received and only if the City of Cambridge decides to take the property into its possession).

Purchasing a tax sale property

When you participate in a tax sale and successfully bid on a tax sale property, you must complete a Tender to Purchase (Tax Sale Form 7). The Purchasing Division of the City of Cambridge provides necessary information to complete the form. You also need to submit a deposit, which is forfeited if you don't complete the tax sale transaction within 14 days of being notified that you're the successful bidder.

Before you consider participating in a tax sale, we recommend that you seek advice from a lawyer licensed to practice in Ontario and conduct thorough research before submitting a tender.
