Internet Voting

Internet Voting will be available from 12:01 a.m. on October 30, 2023 until 7:59 p.m. on Election Day, Monday November 13, 2023.

 

Your Voter Notification Letter is required for online voting as it provides your personalized access pin. 

If you did not receive a Voter Notification Letter, contact election@cambridge.ca or 519-740-4680 ext. 4561. 

At-Home Voting
If you do not have internet access and cannot attend a poll to vote in-person, City staff will attend your residence to help you cast your vote the week of November 6 to November 10, 8:30AM - 4:30PM.

*Please be advised only residents of the Special Locations will be eligible to vote during the mentioned times. Members of the public will not be admitted into the locations to cast their vote and will have to attend either an Advanced Poll, a Poll on Election Day, or vote online.

Voter Eligibility 
If you meet all of the following conditions, you are eligible to vote in the 2023 Ward 1 By-Election:
  • a Canadian citizen; 
  • at least 18 years old;
  • a resident in Ward 1, or a non-resident of Ward 1 and you or your spouse own or rent property in the ward; and
  • not otherwise prohibited under the Municipal Elections Act, 1996, or by law.
Amendments to the Voters' List
To make any additions, deletions or amendments to the Voters' List, you will need to complete an EO 1 - Application to Amend the Voters' List and present acceptable ID. Examples of acceptable ID can be found under the Voter Identification Tab.

The Application can be completed through the following options:

Over the Phone and Email
Contact the City of Cambridge Election line at 519-623-1340, ext. 4561. You will need to ensure the form is completed and email it to election@cambridge.ca with a copy of the prescribed identification. You can contact the Election extension at the following times and extended dates:

Regular Office Hours:

At City Hall

From now until the conclusion of Election Day, Monday November 13th at 8:00 p.m., residents may come into City Hall during business hours to complete the EO1 - Application to Amend the Voters' List form. Our business hours are Monday to Friday, 8:30 a.m. to 4:30 p.m., excluding applicable holidays. Our address is as follows:

Advanced Polling Dates
At the following locations and dates, residents may make amendments to the Voters' List during our advanced polling:
  • Langs Community Health Centre, Wednesday November 1, 2023, from 10 a.m. to 6 p.m.
  • Allan Reuter Centre, Saturday November 4, 2023, from 10 a.m. to 6 p.m.

Residents can attend any of the following locations on Election Day, Monday November 13th from 10 a.m. to 8 p.m. to amend the Voters' List:

Voter Identification 
Voters will be required to provide proof of identity and residency. 
Note: The Voter Notification Letter is NOT a form of acceptable ID.

Acceptable Forms of Identification 
Voters' List
The Voters' List is a list of people who are eligible to vote in the 2023 Ward 1 By-Election. 

The Municipal Elections Act requires the voters’ list for all municipal elections in the province be provided by the Municipal Property Assessment Corporation. The municipal, provincial and federal elections do not share a voters’ list and all three are generated differently. To be removed from the voters list, a person is required to apply to be removed during the election period and notice of this change is provided to MPAC by the municipality. Inaccuracies on the voter’s list is not the responsibility of the municipality and all changes are provided to MPAC from the municipality.
Accessible Voting 
Every effort has been made to ensure that each voting location is as accessible as possible.

Voting by Proxy
If you are unable to vote either in the Advanced Polls or on Election Day, you can select someone to vote on your behalf. This person must be a qualified elector within Ward 1.
 
To appoint a Proxy:
  • If an individual wants to appoint a Voting Proxy, forms can be submitted to the Clerks' Office during regular business hours up to the end of the day on Friday, November 10, 2023. Appointment for Voting Proxy forms are available for pickup from 9:00 a.m. to 4:00 p.m. Mondays to Fridays at:

  • Individuals can act as a Voting Proxy for only one person unless you are a relative (spouse, sibling, parent, child, grandparent, or grandchild), in which case the limitation does not apply
  • Applicants to act as a Proxy must attend the Clerks' office and present a prescribed appointment form signed by the elector. The Clerk will issue a certificate and the appointing document, which are required to be presented at the voting place 
  • A person acting as a Proxy must attend the voting place designated for the elector for whom they are voting 
  • It is recommended that, where possible, Proxy Voting takes place during Advance Voting, mainly for the convenience of the appointee 
Voting Proxy applications will be certified by the City Clerk until 4:30 p.m. on Friday, November 10, 2023.
Students 

Students living in Cambridge for school

  • If you are a student living away from “home” to attend an educational institution in Ward 1 and consider your “home” to be the place where you live when you are not attending school, which means you plan on returning there, then you are eligible to vote in elections and by-elections both in your “home” municipality and in the municipality where you currently live to attend school.
  • If your home and school residence are both in Cambridge, vote in the ward where your “home” is located not where your school residence is located.

Students living away from Cambridge for school

  • If you are a Cambridge resident of Ward 1, but are studying in another Ontario municipality, you are eligible to vote in this by-election.
  • Bring identification with your name and qualifying Ward 1 address to the voting place.
  • You may opt to appoint another elector as Proxy to vote on your behalf in Cambridge.

Voters With No Permanent Lodging 

Eligible voters who do not have a permanent address but live in Ward 1 can vote in the by-election.

Voter Fraud

Only Open Your Own Voter Notification Letter 
Voter Notification Letters will be sent to individuals on the Voters' List prior to the Advanced Voting Days. The Voters' List is created from a Preliminary List of Electors provided to the City by the Municipal Property Assessment Corporation (MPAC), which municipalities are required to use. 

It is a Criminal Code offence to tamper with mail, which includes opening a Voter Notification Letter other than your own. If your household receives a Voter Notification Letter for a former resident who is no longer an eligible voter, such as a family member who moved, do not open or forward it. Make the envelope "Return to Sender" and drop it in a mailbox. 
Keep Your Information Secure
Eligible voters should keep their Voter Notification Letter, Voter ID or Voting PIN private from anyone, including any candidates or City Staff. Candidates and candidates' volunteers are not permitted to assist a voter in using the Internet Voting System. 

In addition to the information on the Voter Notification Letter, additional steps are required to validate your identity when voting online. Voters will also be required to make a legal Declaration of Qualification confirming their eligibility, similar to in-person voting. 

It is punishable legal offence to vote when you are not eligible to do so. 
It is Illegal to Vote More Than Once
Under law, eligible voters can only vote once in the Municipal Elections, regardless of how many properties they own or rent. The Internet Voting System used by the City can flag irregular voting occurrences for further investigation. The City will pursue individuals who commit voter fraud.

Anyone with evidence of voter fraud should contact Waterloo Regional Police Services. On conviction, any individual found to have voted more than once can face a fine of up to $25,000 and imprisonment for a term not exceeding six months. 
Requests to be Added to the Voters' List Require Identification 
If you do not receive a Voter Notification Letter, please see above Amendments to the Voters' List tab for further information. Applications to be added to the Voters' List must include identification that shows your name and address. 

All requests are reviewed by an Election Official to determine if a Voter Notification Letter should be issued. Election Staff have the authority to decline any application to amend the Voters' List if they are not satisfied that the person making the application is permitted to do so, or if they are not satisfied that the person is an eligible voter. 

Anyone submitting false information, on conviction, can face a fine of up to $25,000 and imprisonment for a term not exceeding six months.
