Background Information

On November 5, 2019, Council considered Report 19-297(CRS), re: Council Vacancy and declared the office of Ward 7 Councillor vacant by resolution 19-218.

On November 19, 2019, Council considered Report 19-309(CRS), re: Methods to Fill a Council Vacancy and selected to fill the vacancy by way of by-election and set Voting Day to be Monday, March 23, 2020 by resolution 19-228 to 229. 

On August 25, 2020 Council received Report 20-209(CRS), re: 2020 Ward 7 By-election Update.

The by-election was put on hold due to the COVID-19 pandemic and has been rescheduled for Oct 5, 2020 with advance poll dates set for September 26, October 2 and October 3 at City Hall.

COVID-19 Guidelines

Numerous safety precautions will be in effect including health screenings, maximum capacities, single-use pens, plexiglass barriers and enhanced cleaning. 

Any voters who are self-isolating due to symptoms or close contact, or who are awaiting COVID-19 test results will be requested to use a proxy voting, or take advantage of curbside voting. Several curbside voting stations will be set up around City Hall allowing residents to fill out their ballot in their vehicle and drop their ballot in a curbside ballot box.

 In order to be qualified to hold office as a Municipal Councillor, a person must be:
  • 18 years of age or older;
  • A Canadian citizen;
  • A resident of the City of Cambridge, or an owner or tenant of land in the Municipality, or the spouse of such an owner or tenant; and
  • Not prohibited from voting under any Act or from holding municipal office.

Voter Information

 Eligibility
In order to be qualified to vote in a municipal election, a person must be:
  • 18 years of age or older;
  • A Canadian citizen;
  • A resident of Ward 7 of the City of Cambridge, or an owner or tenant of land in Ward 7, or the spouse of such an owner or tenant; and
  • Not prohibited from voting under any Act or from holding municipal office.

Voter Information Notices

New Voter Information Notices will be mailed to electors who did not already vote on March 7, 2020. By mid to late September, you should receive a new Voter Information Notice in the mail. Your Voter Information Notice will include the following information:

  • your options for how to vote (Advance Vote Day or Voting Day)
    • Advance Vote - September 26, 2020 - 10:00 a.m. to 3:00 p.m. - City Hall (Bowman Room)
    • Advance Vote - October 2, 2020 - 10:00 a.m. to 3:00 p.m. - City Hall (Bowman Room)
    • Advance Vote - October 3, 2020 - 10:00 a.m. to 3:00 p.m. - City Hall (Bowman Room)
    • Voting Day - October 5, 2020 - 10:00 a.m. to 8:00 p.m. - City Hall (Bowman Room) / Curbside (Civic Square Lot) 
  • Voting on at all the Advanced and Voting Days will only be taking place at city Hall in the Bowman Room (50 Dickson St.)

Acceptable Forms of Identification

A person may present, as proof of identify and residence for the purposes of subparagraph 52 (1) 1 of the Municipal Elections Act, 1996, an original, or certified or notarized copy, of a document that is listed below and shows the person’s name and qualifying address.

Where any one of the below documents are not available for presentation at the voting place, the elector shall complete an application in the prescribed form (Declaration of Identity), including a statutory declaration that he or she is the elector shown on the voters’ list.

  1. An Ontario driver’s licence
  2. An Ontario Health Card (photo card)
  3. An Ontario Photo Card
  4. An Ontario motor vehicle permit (vehicle portion)
  5. A cancelled personalized cheque
  6. A mortgage statement, lease or rental agreement relating to property in Ontario
  7. An insurance policy or insurance statement
  8. A loan agreement or other financial agreement with a financial institution
  9. A document issued or certified by a court in Ontario

10. Any other document from the government of Canada, Ontario or a municipality in Ontario or from an agency or such a government

11. Any document from a Band Council in Ontario established under the Indian Act (Canada)

12. An income tax assessment notice

13. A Child Tax Benefit Statement

14. A Statement of Employment Insurance Benefits Paid T4E

Proxy Voting

Any person who is entitled to be a voter in the City of Cambridge's by-election may vote by proxy. The person appointed must also be entitled to vote in the City of Cambridge's by-election. 

A person appointed as a proxy may only act for one (1) person, unless the proxy and the other person are spouses or sibilings of each other, parent and child, or grandparent and grandchild.

Contributing to Candidates/Third Party Advertisers

Electors can contribute:

  • Up to $1,200 to any one (1) candidate in an election; and
  • Up to $5,000 to two (2) or more candidates for offices on the same Council.

  • By-law 19-181 - Being a by-law of the Corporation of the City to require a By-Election to fill the vacancy for the office of City Councillor representing Ward 7.
  • By-law 19-182 - Being a by-law of the Corporation of the City to enter into an Agreement with Dominion Voting for the use of the optical scanning vote tabulators for the purpose of counting votes at the 2020 by-election.
