Accessibility Report

In accordance with Section 12 of the Municipal Elections Act, 1996, the City Clerk is responsible for conducting municipal elections and establishing policies and procedures to provide all electors with opportunities to fully participate in the 2023 Ward 1 Municipal By-Election. While a post-election accessibility report is only required following a regular election under the legislation, the City of Cambridge has opted to publish this report to continue to be transparent and accountable.

Municipal Election Financial Statements 

Under section 88(9.1) of the Municipal Elections Act, 1996, all candidates and registered third party advertisers for the 2023 Ward 1 By-Election must file a campaign financial statement. For more information, visit the 2023 Candidate Information Page.

Third Party Advertiser Information

Eligibility 
Third Party Advertisers (TPA) can be an individual, corporation, or trade union. 
Registration Package 
The following must be included to register a Third Party Advertiser:
  • Fully completed Form 7 - Nomination of Registration 
  • Declaration for Third Party Advertisers 
  • Proof of identity 
  • Articles of Incorporation or Certificate Issued by Labour Relations Board (if applicable) 
  • Authorization to act on the corporation or trade union's behalf (if applicable) 
  • Fully completed Personal Information Disclaimer 

To register as a Third Party Advertiser, contact election@cambridge.ca to book an appointment. 
Registrations will not be accepted without an appointment.

Third Party Advertisers need to be aware of their campaign expense limit, what constitutes an expense, and the contribution limits that can be accepted.

Internet Voting

Internet Voting will be available from 12:01 a.m. on October 30, 2023 until 7:59 p.m. on Election Day, Monday November 13, 2023. 

Your Voter Notification Letter is required for online voting as it provides your personalized access pin.

At-Home Voting
If you do not have internet access and cannot attend a poll to vote in-person, City staff will attend your residence to help you cast your vote the week of November 6 to November 10, 8:30AM - 4:30PM.

Amendments to the Voters' List
To make any additions, deletions or amendments to the Voters' List, you will need to complete an EO1 - Application to Amend the Voters' List and present acceptable ID. Examples of acceptable ID can be found under the Voter Identification Tab on the 2023 Voter Information page.

Contact the City of Cambridge Election line at 519-623-1340, ext. 4561. You will need to ensure the form is completed and email it to election@cambridge.ca with a copy of the prescribed identification. You can contact the Election extension at the following times and extended dates:

Municipal Election Compliance Audit Committee

The Municipal Election Compliance Audit Committee is a joint committee between the Region of Waterloo, the Cities of Cambridge, Guelph, Kitchener, Waterloo, and the Townships of North Dumfries, Wellesley, Wilmot and Woolwich. 

About the Committee

The Municipal Election Compliance Audit Committee (MECAC) considers applications requesting compliance audits of candidates or third party advertiser election campaign finances, any resulting auditors’ reports, and the Clerk’s Report identifying apparent contribution contraventions under section 88 of the Municipal Elections Act.

Request a Compliance Audit  

Any requests for a compliance audit of a candidate or registered third party advertiser’s election campaign finances:

  • must be done by an elector who is entitled to vote in an election
  • must be on reasonable grounds that a candidate or third party advertiser has contravened a provision of the Municipal Elections Act
  • must be for a candidate or registered third-party advertiser in the municipal election within the applicable municipality
  • financial statements must be filed before the submission of an application
  • the application form must be completed and submitted to the City Clerk or designate at Cambridge City Hall, 50 Dickson Street
  • applications for one of the Regional Council seats must be made to the Regional Clerk

The application must be made within 90 days after the latest of the following dates:

  • candidate or registered third party advertiser filing date
  • date the candidate or registered third party advertiser filed a financial statement, if the statement was filed within 30 days after the applicable filing date
  • candidate or registered third party advertiser’s supplementary filing date, if any
  • date on which the candidate or registered third party advertiser’s extension, if any, expires
After a Request is Made 

After a compliance audit request has been made, these steps happen:

  • within 10 days of receiving the application, the City Clerk forwards the application to the Municipal Elections Compliance Audit Committee (MECAC)
  • within 30 days of receiving the application, the MECAC reviews it and decides whether it should be granted or rejected
  • the decision of the MECAC may be appealed to the Superior Court of Justice within 15 days of the decision, and the Court may make any decision the MECAC could have made
  • if the MECAC decides to grant the application, an auditor (licensed under the Public Accounting Act, 2004 or prescribed persons) is appointed to conduct a compliance audit of the candidate's election campaign finances
  • the auditor will conduct an audit of the third party advertiser or candidate's election campaign finances and will prepare a report outlining any apparent contravention by the candidate
    • the report is provided to the candidate or third party advertiser, the applicant, and the City Clerk
  • within 10 days of receiving the report, the City Clerk forwards the report to the MECAC
  • the committee considers the report within 30 days and may commence any legal proceedings against the candidate or third party advertiser for any apparent contravention
