City of Cambridge earns top industry award for 2020 by-election

Posted on Friday June 18, 2021

Earlier this week, the City of Cambridge was presented with the E. A. Danby Award by the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) along with the municipalities of Ottawa, Windsor and Pelham. Honouring municipalities that have demonstrated outstanding achievement through innovation for the purpose of delivering improved programs and services, the award was given to recognize the delivery of the 2020 by-election and implementation of legislation.

Originally scheduled for March 23, 2020, the Ward 7 By-election was put on hold due to the ongoing COVID-19 pandemic. To help address this unique situation, the City of Cambridge came together with municipalities facing the same challenge and worked collaboratively to find a safe and effective approach.

“Planning and executing a by-election during a pandemic was always going to be challenging, but one that we were all up for,” said City Clerk Danielle Manton. “Each of our municipalities was committed to ensuring that a fair and democratic process could still be achieved safely and worked in close collaboration to accomplish this. We’re proud to have been able to deliver an innovative and safe by-election to all of our community’s under difficult circumstances and to be recognized for this joint effort by our peers.”

As a result of this innovative approach, the City conducted a safe and democratic by-election that complied with both the Municipal Elections Act and Public Health guidelines. The 2020 by-election included in-person, proxy and curbside voting with advanced polls on September 26, October 2 and October 3 followed by Voting Day on Oct. 5. Numerous safety precautions were in effect including: health screenings, maximum capacities, single-use pens, plexiglass barriers and enhanced cleaning.
