Highway Occupancy Permits

HIGHWAY OCCUPANCY PERMITS:

Any person wishing to encumber or work on any portion of a highway road allowance must first obtain a permit in writing from the Engineer. In order to obtain a Highway Occupancy Permit, the applicant must conform to the conditions set out therein. Required fees will be in accordance with the current City Rate Review.

As a condition of obtaining a Highway Occupancy Permit, the applicant agrees to indemnify and save harmless the City of Cambridge from all damages, claims and demands arising from or incidental to the work. The applicant shall also file with the City evidence of current liability insurance with inclusive limits of not less than $2,000,000.00 per occurrence, and the City shall be named as an additional insured in every such policy of insurance.

When applying to the City of Cambridge Transportation and Public Works Department for a Highway Occupancy Permit, all pertinent data as to location, purpose, depth, width, length, anticipated start/end dates and times, etc. shall be provided on application form.

City Policy requires that the proponent must have an approved permit in place 2 working days prior to the start of any works. Permit applications should be submitted for approval at least one week prior to anticipated start date.

Where the applicant's work interrupts access to homes or businesses, the applicant shall notify those concerned. Notifications for lane/road closures to GRT, Police, Fire, etc. will be done by the City through the HOP process. The proponent is responsible to advise the City of actual start/end dates and times of work to support this communication.

All traffic control devices shall be in accordance with the Ontario Traffic Manual, Book 7 Temporary Conditions to the satisfaction of the Commissioner of Transportation and Public Works. All costs associated with said traffic control measures will be borne by the applicant.

All excavations shall conform to the Occupational Health and Safety Act and Regulations for Construction Projects and any revisions thereto.

The Engineer may refuse to grant a permit for any such other reason as the Engineer may deem proper, which reason shall be given in writing if requested. Any applicant who has been refused a permit or who objects to any condition of a permit and wishes to appeal such refusal, such appeal shall be to the Council of the Corporation of the City of Cambridge, and the decision of the Council shall be final.
