Development Charges

The Regional Municipality of Waterloo, the City of Cambridge and the two District School Boards have enacted Development Charge By-laws pursuant to the Development Charges Act and the Education Development Charges Act. Click on link to view the City of Cambridge Development Charges By-law# 90-09 These by-laws are applicable to residential and non-residential developments as follows:

Residential Development Charges:
All new residential dwellings, including apartments, are subject to Regional, City, and Educational Development Charges, which are collected prior to the issuance of a building permit:

Residential Uses Regional Development Charge/Unit
Single or Semi-Detached $12,254.00
Townhouses $8,566.00
Apartments $7,070.00
Lodging Unit $2575.00
Regional charges are in effect 01 Jan 2010 until 31 Dec 2010


City of Cambridge Development Charges
Residential Uses Cambridge Development Charge/Unit
Apartments $6,759.00
All Other Residential $10,887.00
City charges are in effect from 01 Jan.2010 until 30 June 010.

Educational Development Charges
Waterloo Regional District School Board $ 637.00/unit
Waterloo Regional District Separate School Board $ 112.00/unit

Educational charges are constant for the life of the by-law and apply only to residential uses.

Non-Residential Development Charges:
Non-Residential Development Charges are shown below for the City of Cambridge and the Regional Municipality of Waterloo. These charges apply to Industrial, Commercial and Institutional uses. Development charges will be calculated on the total gross floor area of the new construction space and will be collected prior to the issuance of a building permit. Educational Development Charges do not apply to non-residential development.

Current Table of Development:
City Developed Lands: None1
Privately Developed Lands: $18.29 per m2 (or 1.70 per sq.ft.)
The Region: $8.83 per sq. ft.

Any additions to existing industrial building, as defined in the DC Act, up to a cumulative total of 50% of the gross floor area of the original building are exempt.

1 City Development Charges are included in the sale price of industrial lands purchased from the City Economic Development Division. However, certain lands purchased from the City prior to 1 Jan 2000 remain subject to a City Development Charge of $1.72/m2 (or $0.1599/ft2).
