In October 2000, the Ministry of Municipal Affairs and Housing implemented a mandatory program in which all municipalities measure and report to taxpayers on their performance in eleven core service areas.
The eleven core service areas are: water, sewer, garbage, fire services, police services, social services, local government, land-use planning and transportation, parks and recreation, and Library services.
